All County candidates must appoint a treasurer and file an Appointment of Treasurer form even if an Affidavit of Exemption is filed.
Filing Deadline: Ten (10) days after filing for office to appoint and an additional ten (10) days to file the Appointment form, must be filed with the County Clerk.
Candidates may not take in or spend any campaign funds until the Appointment form is filed.
During an election cycle, three receipts and expenditures reports are required for county candidates: a pre-primary election report: a pre-general election report; and early January wrap-up report. The Kansas Governmental Ethics Commission will mail a receipts and expenditures report directly to a candidate's treasurer.
The receipts and expenditures report is filed with the County Clerk.
If a candidate anticipates receiving and spending less than $1,000 in the primary and anticipates receiving and spending less than an additional $1,000 in the general election, he/she can file an affidavit. This affidavit waives the need for a candidate's treasurer to file campaign receipts and expenditures reports.
If at any time during the primary or general election a Candidate anticipates receiving and spending more than $1,000 and has filed an affidavit of exemption from filing receipts and expenditures reports, contract the County Clerk's Office or the Kansas Department of Governmental Ethics to receive receipts and expenditures reports.
